Proposed Change in the 100 Year Flood Plain

Conshohocken had a pretty good flood last year, so flooding is still fresh in everyone?s mind.? Last week the Borough of Conshohcoken posted on its? website:

The Federal Emergency Management Agency (FEMA) has proposed changes to the boundaries of the 100-Year Floodplain in the Borough of Conshohocken (Borough)? and these changes may affect your property!

If your property is proposed to be removed from the floodplain, and if you are now required to carry flood insurance, you may be eligible to discontinue this coverage. But if the proposed floodplain encroaches upon your property, the Federal government and your mortgage company may soon require you to purchase flood insurance.

To help our residents determine how their properties may be affected by the new boundaries, the Borough has available detailed maps that shows the proposed floodplain boundaries.? These maps may be viewed at the following link: Conshohocken Flood Insurance Rate Map (FIRM)

A?copy is also available at Borough?s Administrative Offices, One West First Avenue, Suite 200, Monday to Friday 9:00 A.M. to 4:00 P.M.? Additional information about FEMA, the 100-Year Floodplain, the proposed boundary changes, and flood insurance is likewise available for residents? reference.

Please note that the new floodplain maps are expected to be made final in 2012. Flood insurance rates will increase when these maps are made final, so please take a moment to review this information now, and contact your mortgage company and insurance agent to discuss options available to you.

And while changes to the floodplain boundaries are controlled by the Federal government, the Borough is committed to helping our residents better understand these changes. If you have any questions please contact the Borough?s Administrative Office at (610) 828-1092.

I checked with two realtors and an insurance agent in Conshohocken to find out how this could impact property value and the requirements for insurance.? Matt Mittman from 19428homes.com stated, ?A property that would be added to the flood map and that would require flood insurance becomes ?less desirable to buyers because of the increased expense of flood insurance and the fear of possible flooding. ?Once it becomes less desirable it will impact the value in a negative way. ?This does not mean it will not sell or still increase in value overall over the long term, it just means that this home would be further down the list for prospective buyers.?

Mike Sroka from the Mike Sroka Team at Coldwell Banker Preferred agreed with Mittman and stressed that ?The way that a flood plain impacts the value of a home is really a case by case basis.?? He also stated that not all mortgage companies require flood insurance if a home is in a 100 year plain and if you are buying a home make sure your insurance company checks to see if there have been any previous claims.

John Patterson of Preston-Patterson, an insurance company in Conshohocken, stressed the need for people looking to purchase a home to research flood insurance thoroughly and take into consideration insurance premiums as importantly as mortgage interest rates.? If the home you are considering purchasing it near a high hazard area, you could end up having to pay flood insurance eventually with a premium of a few hundred to a few thousand dollars annually.

Patterson also emphasized the need to research recent, pending or potential development around the home.? The frequency of a flood occurring in a low hazard flood zone is being increased as a result of continual land development ? laying of new streets, tar covering parking lots, new development etc.? This land development is reducing the ability for water to be absorbed into the ground thus creating the rise of surface water ? here comes the flood!

GOAL ZERO and TIFIE were conceived to work together not only to provide access to portable power, but also to empower, by providing tools and skills for sustainable humanitarian efforts. TIFIE receives a portion of proceeds from all GOAL ZERO purchases, which covers the operational expenses for the organization. ?Not only is this organization providing a basic necessity of light, but it is also teaching the value of financial responsibility one light at a time,? said Robert Workman. ?Staying within our mission of providing long-term, self-sustainable philanthropic support, we believe these programs will make a tremendous difference.?

TIFIE?s local entrepreneur programming focuses creating food security and increasing economic prosperity through rural road repair, seed multiplication, market development, education, microenterprise, orphanage repair, water procurement and health and HIV projects. Farmers receive agro-enterprise training to assist in building links to markets for increased profits. Currently, TIFIE is working to improve food production and climate mitigation by forming voluntary farming associations, thus providing farmers the opportunity to increase their economic benefits by ensuring resource conservation.

TIFIE also supports small enterprises in partnership with the Catholic Church and provides training, seed grants and technical assistance. TIFIE has implemented a seed multiplication project with two local associations?comprised of almost 50 percent women. These groups have successfully multiplied cassava, corn, peanuts, cowpeas, soybeans and planted seeds on 120 hectares of land, almost tripling the income of each family involved. Moreover, TIFIE recently built a warehouse that houses excess goods before being transported to the market in Kinshasa.

Serge Tshibangu is a prime example of how the training and opportunities that TIFIE provides gives a family true independence. Tshibangu has been working at the TIFIE farm in Dumi for over 18 months. Before moving to there, Tshibangu and his wife Kito lived in Kinshasa with their two children, Jasmine and Ivory. He is currently working at the TIFIE Farm as the agronomist, strategizing and implementing best practices for agriculture and animal husbandry.

Moving from the city to the farm was a huge change for his family, as life in the city included modern conveniences such as running water and flushing toilets. Thanks to GOAL ZERO however, Tshibangu can fully power batteries and lights out on the farm. And, he has taken the initiative to create his own business of producing and selling charcoal?DRCs only heat source for cooking?in nearby villages. Oftentimes, villagers make charcoal and sell it to generate income, and with the help of TIFIE, Tshibangu has been able to produce additional income as well. With the profits, Tshibangu has been able to purchase two hectares of land near the main TIFIE farm, where they are planning on building a large home. It is a positive step for them?owning their own property and raising their children in a clean and safe environment.

In many villages of the DRC, smallholder farmers rely on subsistence farming to meet basic nutritional needs. Farmers are discouraged from planting cash crops because of their inability to warehouse, protect, and transport their crops making it difficult to generate an income worth their time and effort. Furthermore, many farmers utilize agricultural practices that deplete soil nutrients, increase desertification, negatively impact water conservation efforts and otherwise make the land incapable of supporting crops in consecutive seasons. In addition, due to frequent droughts, poor harvests and a lack of technical expertise, the quality of agricultural seeds has declined over the years.

Since 2007, TIFIE has operated agriculture programs focused on helping farmers and villages improve food availability, food security and increase economic stability with sustainable agricultural practices. TIFIE provides education and technical assistance to farmers in agroforestry and seed multiplication?encouraging changes to cropping patterns, reforestation and diversify of harvests that can enhance overall economic livelihoods.

TIFIE has experimented with cassava, pineapple, moringa, acacia, eggplant, hot peppers, and corn to identify which plants would thrive in the local area and would best help village farmers generate household income. The organization has planted 247 hectares of cassava, 100 hectares of sweet potatoes, two hectares of pineapple, and over 40,000 moringa and acacia trees.

The organization?s efforts at providing employment and sustenance through agriculture are based on the complex growth and production cycle of cassava?a highly nutritious, staple food for many African people that grows in poor soil/low rain conditions. And, at any given time, TIFIE?s farm in Dumi can easily employ up to 200 people. This combination of farming and agri-forestry provides sustainable employment to Congolese people from eight different villages, as well as providing them with agricultural training that they will be able to use for the rest of their lives.

Italian union calls strike over Monti's job reforms

ROME (Reuters) - Italy's largest trade union called for a general strike over labor reforms on Wednesday, escalating a confrontation with Prime Minister Mario Monti that will test his resolve to push ahead with plans to transform the economy.

After weeks of negotiation, Monti announced late on Tuesday that the time for talking was over and he would press on with plans to overhaul employment protection laws dating back to the 1970s, despite stiff opposition from the left-wing CGIL union.

The CGIL proposed an eight-hour general strike to protest the measures, which would allow companies to lay off individual employees for disciplinary or business reasons, saying the changes risked causing massive job losses.

"This will not be a flare-up which burns out in a day as the government expects and we have a duty to get results before we see years of mass dismissals from companies," the union's secretariat said in a statement.

The strike would mark the biggest demonstration against technocrat premier Monti, a former European Commissioner who has already imposed painful cuts and tax hikes and an overhaul of the pension system since taking office in November.

CGIL head Susanna Camusso, a tough, gravel-voiced chain smoker and the union's first woman leader, has called a news conference at 1700 GMT to outline the union's position.

Employers welcomed the proposed changes to laws which they say discourage companies from hiring staff, hinder investment and condemn large numbers of young people to insecure, low-paid work with few rights.

Monti, a quiet grey-haired former economics professor, has unveiled his tougher, uncompromising side, saying while he was worried by the CGIL opposition he would not negotiate further now that he had the broad support of employers and the more moderate CISL and UIL unions.

"It's quite a profound change because it affects pretty much all issues relating to the labor market," Marco Venturi, head of the small business association Rete Imprese told Canale 5 television. "It was a long, drawn out discussion which ended with a conclusion which I think is quite satisfactory."

The reform plan unveiled on Tuesday went further than expected by weakening protections against dismissal not only in new employment contracts, as expected, but also for millions of people already in jobs.

The key reform to Article 18 of the labor code, a talisman for the unions of concessions they secured from bosses 40 years ago in the heyday of their power, will be presented to parliament after fine-tuning during the rest of this week.

The parliamentary process presents another challenge for Monti. The centre-left Democrat party, one of the main groupings he needs for his majority, has strong ties with the CGIL and risks a split between its more centrist and leftist wings.

Camusso has accused Monti and his administration of technocrats of bad faith in the negotiations.

While the reforms do not go as far as some labour experts had urged, if Monti is successful they will bolster confidence in his ability to push through the major changes that are needed to restore growth and reduce high public debt and unemployment.

The decision to forge ahead despite failed negotiations already marks a major change in past practice for Italy.

Appointed in November as financial market turmoil threatened to suck Italy into a Greek-style debt crisis, Monti has already moved to shore up public finances through a mix of spending cuts, tax hikes and an overhaul of the pension system.

Investors have been reassured by Monti's first months in government. Italy's benchmark bond yield has fallen to below 5 percent from highs of nearly 8 percent at the end of last year.

But they are nervous about Italy's economic prospects and are following the labour reform discussions closely.

More than 30 percent of 18- to 24-year olds in Italy are unemployed, and only about 57 percent of Italians have a job, giving the country one of the lowest employment rates in the euro zone.

Italy's economy is expected to contract by 1.5 percent in 2012, according to forecasts from the Bank of Italy, undermining hopes of cutting a public debt that amounts to 120 percent of gross domestic product, second only to Greece in the euro zone.
