UN panel urges world at Rio to launch energy fixes (AP)

GENEVA ? A high-profile U.N. panel headed by the presidents of Finland and South Africa hopes to spark an "ever-green" energy revolution later this year in Brazil using a general roadmap it presented Monday on how world leaders could wean the world off fossil fuels.

Its report links the world body's goals of reducing poverty and inequality to promoting the use of wind, solar and other renewable sources of energy to run the economies of nations rich and poor.

To do that, the panel urges that nations fully integrate the social and environmental costs of their commerce into the prices and measures of their economic goods and services. They also call for creation of a global education fund, improvements in human rights and more programs to empower women ? all with the aim of overhauling economies.

The report says governments and international organizations "should work to create a new green revolution ? an 'ever-green revolution' for the 21st century" by spending more on agricultural research, protecting imperiled plant and animal species, conserving land and water and fighting pollution.

It also encourages the creation of regional oceans and coastal management bodies that protect world fisheries supplying 170 million jobs and daily protein for about one in five people on the planet.

The U.N. Secretary-General Ban Ki-moon created the 22-member high-level panel in August 2010 to focus on one of his top priorities by providing the U.N. Conference on Sustainable Development with a roadmap for its meeting in June at Rio de Janeiro.

The panel is headed by Finnish President Tarja Halonen and South African President Jacob Zuma. Other panel members include top officials from the United States, Russia, United Arab Emirates, Turkey, and some former world leaders.

The conference known as Rio+20 is a follow-up to the landmark 1992 Earth Summit in Rio that galvanized the global environmental movement.

It was at that gathering two decades ago that the world first agreed to accept voluntary controls on greenhouse gases. National leaders signed on to a treaty committing them to work "to protect the climate system for present and future generations."

Five years after Rio, negotiators added the Kyoto Protocol to the treaty. The Kyoto pact ordered cuts in emissions of heat-trapping cuts by 37 industrialized nations, but the U.S. rejected it. Subsequent climate summits have so far failed to craft a successor to Kyoto, which expires at the end of 2012.

Scientists have produced persuasive evidence that the carbon dioxide, methane and other greenhouse gases that industry, transport and farming pour into the atmosphere are trapping heat and raising global temperatures, with potentially damaging effects from a changing climate.

The panel's report, presented at an African Union meeting in Addis Ababa, Ethiopia, is billed as a new blueprint for sustainable development and "low-carbon prosperity," with 56 recommendations to help get those priorities mainstreamed into nation's economic policies.

"With the possibility of the world slipping further into recession, policymakers are hungry for ideas that can help them to navigate these difficult times," Zuma said in a statement. "Our report makes clear that sustainable development is more important than ever given the multiple crises now enveloping the world."

Jim Leape, director-general of Swiss-based WWF International, one of the world's largest conservation groups, said the recommendations are "the highest-level political signal yet of greater readiness" by world leaders to transition away from fossil fuels.

"This report makes the alarming point that while we are already exceeding the Earth's capacity to support us, by 2030 we will need 50 percent more food, 45 percent more energy and 30 percent more water than we do today," he said.

But in a statement the group also criticized the U.N. report because it "fails to suggest any concrete, time-bound commitments for progress, leaving policies open to governments to implement as they saw fit."

Despite Mozilla kicking its release schedule into overdrive, not all parts of Firefox have gotten the tender love and care they truly deserve. Take for example, the browser's default homepage, which hasn't evolved much since its humble beginnings nearly a decade ago. That'll change soon in a two pronged effort, with Mozilla first adding a function bar to version 12 (seen after the break), followed by a later and more extensive revamp (up-top) which incorporates apps, top sites and chat functionality. Also planned is a Chrome and Safari-esque Top Sites "New Tab" view and savvy URL autocompletion in the address bar. 92% Arthur Christmas

Arthur Christmas is a beautiful and fun Christmas movie that is sure to be a holiday classic. The story follows Arthur who is the son of Santa Clause, his brother Steve is a smart but at times inconsiderate role model who is second in command to Santa, and when a little girl has a gift that did not get sent Arthur does everything he can to make sure this girl has a Merry Christmas. The plot of the movie is funny and a great lesson to be told about Christmas and children, and what i learned from this movie if anything is that every child needs to believe in Santa, because there is nothing better than believeing that there is somebody who loves you that whill bring you a present on Christmas day, and the characters of the film were good but i found the characters to be a little selfish at times besides Arthur who was a incredibly kind and good charcater and he saved the film in a way from being just a bunch of selfish men wanting to be a star. The voice cast was great, James McAvoy was perfect for the character, Hugh Laurie was also was a well done choice as Steve, Jim Broadbent was good as the voice as Santa, and Bill Nighy was also a great choice for his role, what else can I say for voice actors other than I liked them. The animation was incredible, I could really tell they worked hard to make a beautiful Christmas film and it really payed off big time, I loved the beauty in this film. Arthur Christmas had some few problems that kept it from being a perfect Christmas film, but those were minor compared to the things that they got right that made it a great Christmas film and that will make it remembered for years to come.

$5 vaccinations for first 200 pets

DAYTON, Ohio (WDTN) - If your pet still needs it's vaccinations, but you're not sure you can afford it, here's your chance.

The Montgomery County Animal Resource Center is hosting a second vaccination clinic on Sun., Jan. 29.

In an effort to keep pets in their homes and out of shelters, the ASPCA has awarded the Animal Resource Center $5,000 for the vaccination of cats and dogs whose owners cannot afford yearly routine vaccinations.

The event will be held at the Animal Resource Center located at 6790 Webster St. Dayton, OH 45414 from 1:30 p.m. ? 3:30 p.m.

Families with pets in need of routine vaccinations must show proof of public assistance or unemployment.

The co-pay is $5 for one animal and $10 (total) for up to 5 animals.

Vaccinations are available for 200 animals so pet owners are encouraged to reserve a spot by contacting the Animal Resource Center. You can do so by calling (937) 898-4457 or e-mailing AnimalShelter@mcohio.org.

Exiting watchdog sees flaws in SEC's rulewriting (Reuters)

WASHINGTON, DC (Reuters) ? In his final act before departing the Securities and Exchange Commission on Friday, the agency's inspector general, David Kotz, criticized how the agency analyzes the economic impact of some of its Dodd-Frank rules.

Kotz's criticism, contained in a report, could have ramifications for the SEC, which has lost several court battles over the years because of flaws in how it demonstrates that the benefits of a rule outweigh its costs.

"We found that the extent of quantitative discussion of cost-benefit analyses varied among rulemakings," Kotz wrote in his report. "Based on our examination of several Dodd-Frank Act rulemakings, the review found that the SEC sometimes used multiple baselines in its cost-benefit analyses that were ambiguous or internally inconsistent."

Last year, U.S. business groups successfully convinced a federal appeals court to overturn one of the SEC's Dodd-Frank rules that aimed to empower shareholders to more easily nominate directors to corporate boards.

In rejecting the rule, the court said the agency failed to properly weigh the economic consequences.

Some of the business groups, such as the U.S. Chamber of Commerce, have since raised similar concerns with other rulemakings pending before the SEC.

Congress passed the Dodd-Frank act in 2010 to more closely police financial markets and institutions after the 2007-2009 financial crisis. The legislation gives the SEC responsibility to write roughly 100 new rules.

Although the SEC is not subject to an express statutory requirement to conduct a cost-benefit analysis of its rules, other laws do require the agency to consider the effects of its rules on capital formation, competition and efficiency.

In addition, the SEC must also follow federal rulemaking procedures, such as providing the public with an opportunity to comment on its proposals.

This is the second report Kotz has issued looking at the quality of the SEC's cost-benefit analysis.

Both reports were issued after certain members of the Senate Banking Committee, including ranking Republican Richard Shelby, voiced concerns about whether regulators were adequately examining the economic impact of Dodd-Frank rules.

To determine how well the SEC is faring, Kotz's office retained Albert Kyle, a finance professor at the University of Maryland's Robert H. Smith School of Business, to help carry out the review.

Friday's report covered a sample of Dodd-Frank rulemakings, including a rule allowing shareholders a non-binding vote on compensation, several asset-backed securities rules and two proposals pertaining to the reporting of security-based swap data.

Kotz's report was critical of the agency in a number of areas.

In one instance, the report cites a memo in which former General Counsel David Becker gave his opinion that the SEC should do thorough cost-benefit analyses on rules that are not explicitly required by Congress.

Rules mandated by Congress, however, generally would not need the same level of cost-benefit research, the memo said.

The report suggested that the agency should reconsider these guidelines, or else it risks "not fulfilling the essential purposes of such analyses."

SEC management, in a written response to the report, disagreed with that point.

"We believe Professor Kyle's opinion fails to appreciate both the practical limitations on the scope of cost-benefit a regulator can conduct, and the distinct roles of Congress and administrative agencies," they said.

"We think it is entirely sensible ... for the staff to focus its attention and the commission's limited resources on matters that the commission has the authority to decide."

Kotz made other recommendations, including using a single consistent baseline in the cost-benefit analysis process and having economists provide more input.

SEC spokesman John Nester declined to comment beyond the SEC comments in the report.

Fielder: Joining Tigers 'kind of a dream' (AP)

DETROIT ? Prince Fielder was born in 1984, the last time Detroit won the World Series.

After luring Fielder to Michigan with the fourth-largest contract in baseball history, the Tigers are hoping he will help usher in a new championship era for the Motor City.

"This is awesome," Fielder said Thursday after finalizing a $214 million, nine-year deal with Detroit. "It's kind of a dream come true. I'm excited."

Detroit began seriously pursuing Fielder after designated hitter Victor Martinez tore the anterior cruciate ligament in his left knee during offseason conditioning. Now the Tigers have three of baseball's biggest stars ? Fielder, Miguel Cabrera and Justin Verlander ? all in their primes. Detroit won the AL Central by 15 games last year but lost to Texas in the AL championship series.

When the Tigers introduced Fielder on Thursday, the message was clear:

"We're trying to win right now," general manager Dave Dombrowski said. "We tried to win last year. We were close. I think we've reached a point now, on a yearly basis, we feel that way. When you look at the core of our group of players, there's a lot of guys that are on that field right now that are quality players."

Fielder's father Cecil became a big league star when he returned to the majors from Japan and hit 51 home runs with Detroit in 1990. Cecil played with the Tigers into the 1996 season, and young Prince made a name for himself with his prodigious power displays during batting practice at Tiger Stadium.

Detroit plays at Comerica Park now, and times have changed. The Fielders' strained relationship has been well documented, and Prince didn't elaborate on it Thursday.

"I'm just ecstatic about being with the Tigers," Prince Fielder said. "I'm just here to enjoy the day."

It will be up to manager Jim Leyland to figure out where to play all of his powerful hitters. He said Thursday the Tigers will move Miguel Cabrera from first base to third to make room for Fielder. He also listed a possible batting order, with Cabrera hitting third and Fielder fourth.

It's a lineup based on power, not speed.

"If they hit it where they're supposed to hit `em, they can trot," Leyland said. "We're going back to the old-fashioned baseball. We've got big-time power on the corners."

Fielder's contract includes a limited no-trade provision. He can be traded to 10 clubs without his consent before 2017, when he gains rights to block all trades under baseball's labor contract as a 10-year veteran who has been with a team for at least five years.

He will earn $23 million in each of his first two years with Detroit, then will make $24 million annually in the final seven seasons of his contract, according to terms obtained by The Associated Press.

The move carries plenty of risk for the Tigers. Fielder is 27 and has been extremely durable during his career, but Detroit is committing to him for almost a decade.

"I go by my instinct, like everybody else does," said owner Mike Ilitch, the Little Caesars pizza mogul who signed off on this massive deal after what had been a quiet offseason for the Tigers. "My instincts told me that this is going to work out fine."

Leyland sounded as taken aback as anyone with his club's sudden change.

"This boggles my mind, to be honest with you," he said. "I was kidding somebody. I said ? I'm being funny ? `About three weeks ago we were talking about maybe getting an extra pitcher or bullpen guy or something. Well, we didn't know if we had the finances to get a guy.' I said, `I don't know what happened in three weeks. Little Caesars did good, evidently.'"

The hardest adjustment might be for Cabrera. He's returning to a position he played while with the Florida Marlins, but he's played only 14 games at third base with the Tigers ? all in 2008 right after he joined the team.

Fielder made 15 errors last year, the most in baseball by a first baseman.

"Mr. Ilitch and Dave have given me a lot of nice pieces to this puzzle. It's my job, along with coaches, to figure out how to put that puzzle all together," Leyland said. "(Cabrera) is not going to have the agility, most likely, defensively that Brandon Inge had. You give up a little something, but you get a whole lot in return."

Leyland said he talked to Inge, who lost his job as Detroit's everyday third baseman last season.

"He's not the happiest camper," Leyland said. "He certainly understands."

Dombrowski indicated he's satisfied with his roster heading into spring training, although it's hard to rule out any more moves after the Tigers shockingly emerged with Fielder.

The pitching rotation is anchored by Verlander, who won the Cy Young Award and MVP last year, but Detroit's fifth starter spot is still uncertain. Dombrowski said the Tigers could bring in some non-roster invites to compete for that job.

"I think positional player-wise, we're pretty well set," he said.

Gingrich, Romney attack each other on foreclosures (AP)

JACKSONVILLE, Fla. ? Rivals Newt Gingrich and Mitt Romney are trading barbs over their income from mortgage firms Fannie Mae and Freddie Mac.

In Thursday's debate in Florida, Gingrich criticized Romney's investment in mutual funds that included the lenders, as well as Wall Street giant Goldman Sachs.

Gingrich says Romney is profiting from home foreclosures that plague Florida, and he's asking how much of Romney's personal fortune came from those foreclosures.

Romney defends the investments, saying his blind trust handles his finances and that Gingrich himself owns mutual funds that also invest in the quasi-government lenders.

Romney also is criticizing Gingrich for his paychecks as a consultant to the lender that some blame for the housing crisis.

Complaints of workplace bias reach an all-time high

The government received more complaints of worker discrimination its last fiscal year than ever before, but it was only a slight increase over 2010.

The Equal Employment Opportunity Commission said Tuesday that it received 99,947 complaints of worker discrimination during its 2011 fiscal year, which ended in September. That?s an increase of 25 complaints over the 2010 fiscal year.

Discrimination complaints surged in the 2008 fiscal year, when the agency received 95,402 complaints as the Great Recession was getting under way. They number of complaints fell somewhat in 2009, the year the recession officially ended, but they rose again in 2010 as the economy was?recovering slowly.

Justine Lisser, a spokeswoman for the EEOC, said the agency can?t?say for certain that the weak job market has caused the spike in complaints, although there may be a correlation.

The unemployment rate remains unusually high, at 8.5 percent, more than two years after the recession officially ended and the economy began?growing again.

Lisser also noted the agency has been working harder to inform employees and employers about its claims process, and?has made it easier to research claims criteria on its website.

In 2011, about 35 percent of the workers complained of race discrimination, according to the EEOC. Gender discrimination accounted for about 29 percent of the complaints, while age discrimination complaints made up about 24 percent.

About 26 percent charged employers with discriminating on the basis of a disability.

Many people charge more than one form of discrimination, so the percentages exceed 100 percent.

The government also said it resolved 112,499 complaints in fiscal year 2011. About 18 percent of those claims received a ?merit resolution,? meaning the person received some sort of settlement.

About two-thirds of those were found to have no reasonable cause for auction. Another 16 percent were closed for administrative reasons, such as that the person who charged discrimination didn?t respond to further requests from the EEOC.

Theatrhythm Final Fantasy box points to first paid DLC for Nintendo 3DS

3DS owners have been waiting (and waiting) for a chance to take advantage of a downloadable content market, and while Nintendo already accomplished the tough part (read: launching it) a few days back, there's still been no word on when paid content would make an appearance. Pushing those freebies aside is Theatrhythm Final Fantasy, which is seemingly destined to be the first 3DS title in existence to offer up enhancements in exchange for a few yen. The box here is actually an "early retail dummy unit," though the verbiage on the back makes quite clear that downloadable material will be available at a cost. Furthermore, there's a heretofore unseen Nintendo Network badge on the front, which may be a new look for the existing Nintendo Wi-Fi Connection. At any rate, the game is scheduled to ship on February 16th in Japan, after which all of this will-it-won't-it drama will presumably be cleared up.

Rap group 2 Live Crew to reunite, tour this summer (AP)

PARK CITY, Utah ? The rap group that created controversy in the early 1990s with songs like "Me So Horny" is reuniting and hitting the road.

Luther Campbell said Saturday that 2 Live Crew is back together and will tour this summer.

The rapper and producer made the announcement at the Sundance Film Festival, where he is promoting his appearance in the short film "The Life and Freaky Times of Uncle Luke."

The 51-year-old entertainer describes the offbeat film as "an art piece" that he did to help young filmmakers who were inspired by his hip-hop work. But his mind was on getting back with the old crew.

"I just can't wait to just start practicing," he said. "That's going to be a blast."

So will they be "As Nasty As They Wanna Be" (the title of the group's 1989 album that a judge deemed obscene, a ruling later overturned by the United States Court of Appeals)?

Not really, Campbell said.

"We're going to perform the songs and everybody's going to be excited," he said. "Some of the older people of our generation will be able to tell their kids, `You're staying home tonight, we're going to see 2 Live Crew and shake our booty!'"

Why do smells make some people sick?

ScienceDaily (Jan. 20, 2012) ? Do you get a headache from the perfume of the lady next to you at the table? Do cleaning solutions at work make your nose itch? If you have symptoms prompted by everyday smells, it does not necessarily mean you are allergic but rather that you suffer from chemical intolerance. According to Linus Andersson at Ume? University, this hypersensitivity can be the result of an inability to get used to smells.

Normally your smell perceptions diminish rapidly, as when you enter a friend's apartment. Even though you clearly notice smells just inside the door, you don't think about them for long. For people with chemical intolerance, on the other hand, smells seem always to be present. Psychology researcher Linus Andersson has exposed both intolerant and non-intolerant individuals to smells and compared their reactions.

"The hypersensitive individuals felt that the smell was getting stronger even though its concentration had not changed. Their brain activity images also differed from those in the other group," he says.

The results were observed using methods based on both electroencephalography (EEG) and functional brain imaging technology (fMRI). The EEG method involved placing electrodes on the heads of trial subjects and registering the minute changes in tension in the brain that arise following exposure to smells. Unlike the people in the normal group, Linus Andersson explains, the intolerant people did not evince a lessening of brain activity during the period of more than an hour they were exposed to a smell. The inability to grow accustomed to smells is thus matched by unchanging brain activity over time.

"These individuals also have a different pattern in the blood flow in their brains, compared with those who perceive that a smell diminishes. A similar change can be found in patients with pain disorders, for example."

Sensitivity to smell impacts the entire body A further finding in the dissertation is that chemical intolerant people also react strongly to substances that irritate the mucous linings of their nose and mouth. People who cough more when they inhale capsaicin, the hot compound in chili peppers, also have heightened reactions in the brain to other smells. Besides the fact that intolerant individuals perceive that smells grow stronger, effects are also seen in mucous linings and in the brain.

"In other words we can see indications that this intolerance affects both the body and the mind, and that it's important not to blindly focus on just one of these aspects," says Linus Andersson.

Chemical intolerance is surprisingly common -- up to ten percent of the Swedish population report they are bothered by everyday smells, whereas roughly two percent experience severe symptoms. Yet, in contrast to the situation regarding allergies and asthma, there is very little research about what causes this condition. Linus Andersson maintains that if it were possible to identify what characterizes this hypersensitivity then it would be possible to develop methods for diagnosis and treatment. But research can also provide new knowledge about how we should think about our work and everyday environments.

"Some co-workers are bothered more than others by the smell of the printer -- what should we do to make our working conditions acceptable to as many people as possible?"

Novartis drug investigated after 11 deaths (AP)

LONDON ? A multiple sclerosis drug made by industry giant Novartis is under investigation after at least 11 patients taking the medicine died.

The drug, Gilenya, was licensed last year in the European Union to treat patients with a severe type of multiple sclerosis.

The deaths raise concerns Gilenya could trigger heart problems after patients take their first dose, according to a statement issued Friday by the European Medicines Agency. The agency, which is now investigating the drug, said it isn't clear if it caused the deaths.

One of the deaths was in the U.S., where a patient died within 24 hours of taking the first dose.

The European agency said it didn't know where the other 10 deaths occurred, but that they were reported to its drug database, which monitors side effects from medicines in the European Union.

A spokeswoman at the U.S. Food and Drug Administration said it also is conducting a data analysis but has not made any definitive conclusions and does not know when its review will be complete.

More than 30,000 patients have taken Gilenya worldwide. The European Medicines Agency advised doctors to increase their monitoring of patients after the first dose of the medicine. The agency said the risk of a slow heart rate after the first dose of Gilenya was known when it was approved.

Novartis AG said it was advising doctors of new recommendations on using Gilenya. They had previously recommended all patients be monitored for six hours after their first dose, but are now tightening that to include continuous heart monitoring using electrocardiograms and measuring blood pressure and heart rate every hour. In certain patients, that monitoring should be extended, the drug maker said in a statement.

This new guidance applies only to patients taking their first dose, Novartis said in a statement.

The EU drug regulator hopes to finish its review of the drug by March.

Judge clears Bruno Mars of cocaine charge

A Las Vegas judge on Wednesday dismissed the cocaine possession case against pop star Bruno Mars after he successfully completed court-ordered drug education classes and community service, even exceeding the amount of hours he was told to serve.

Clark County District Court Judge Jessie Walsh cleared Bruno of the charge, said Mary Ann Price, court information officer for the 8th Judicial District Court.

Mars, whose real name is Peter Hernandez, was arrested in September 2010 after a bathroom attendendant at the Las Vegas Hard Rock Hotel caught him with "a baggy of white powder," later found to be cocaine, according to a police report at the time.

He pleaded guilty to a charge of possessing cocaine and received a $2,000 fine, 200 hours of community service, drug counseling and was told to stay out of trouble during a year of informal probation. Bruno performed all the requirements and exceeded the 200 hours of service, his attorney told Reuters.

Mars' original guilty plea was nullified and will not show up on his record.

The "Grenade" singer, 26, burst onto music charts in 2010 after collaborating with rapper B.o.B on "Nothin' On You" and Gym Class Heroes' Travie McCoy on "Billionaire." He is currently nominated in six categories at the upcoming Grammy Awards in February.

Judge Walsh took over Mars' case after County Clark Deputy District Attorney David Schubert, who prosecuted Mars in early 2011, was arrested for buying cocaine himself a few months later.
